STATE & FEDERAL LAWS

NC Foster Parents’ Bill of Rights

Notice the last paragraph.  This is against constitutional law, which states there can be no law without remedy.

MEPA

The Multi-ethnic Placement Act is a Federal law prohibiting discrimination in foster or adoptive placements based on the foster parent or child’s race, color, or national origin.  You can file an online complaint with the US Department of Health and Human Services Office of Civil Rights.

See page 539, part E for the multi-ethnic placement act.  Also, see page 423 for the definition of family.

ASFA

The purpose of the Adoption and Safe Families Act (ASFA) is to shorten the length of time a child spends in foster care and speed up the process of freeing children for adoption.  ASFA places primary importance on the safety of the child.
